A master artist and accomplished teacher, Harper was born in Jackson, Mississippi and grew up in Indiana.
Since 1980 his professional contributions to the art community have included teaching at UCLA, the Fashion Institute of Design and Merchandising, and Otis College of Art and Design in the Los Angeles area. Additionally, Harper conducts week-long painting camps locally and abroad at worthy sites he selects for their history, architecture and beauty.
In the Fall of 2007 Harper will take a group to study with him in Tuscany and Venice, Italy visiting historical sites including Tuscanys Villa Torregioni, Florence and Pisa. He has conducted numerous painting camps and offers them yearly at a variety of sites around the world.

In addition, he has worked in the motion picture and television industry producing storyboards and illustrations for a number of shows.
Harper holds memberships in professional organizations including Oil Painters of America, Malibu Art Association, Arroyo Arts Collective and California Art Club.
He studied at the University of Evansville, Indiana and went on to Los Angeles Art Center College of Design and Otis College of Art and Design.
Currently, Harpers work can be seen at Tirage Art Gallery in Pasadena. Previous exhibitions include: the Pasadena Historical Museums 91st Annual Gold Medal Exhibition, the Phippen Museum in Prescott, Arizona, Pepperdine Universitys Frederick R. Weisman Museum of Art - On Location in Malibu and Trailside Gallery in Scottsdale, AZ.
